Spark Ads vs Partnership Ads: permissions and setup scope

Compare TikTok Spark Ads with Meta Partnership Ads, then record account, content permission, scope, and launch owners.

TikTok Spark Ads and Meta Partnership Ads are platform-specific routes for advertising with creator content. The exact option depends on the platform, account, market, and asset. Before promising either route, name the identity viewers should see, the post or file, and who must grant access. A video featuring a creator can still run under a brand identity.

Record the chosen route in the creative brief

Describe the intended presentation in plain terms. Who will appear as the advertiser or partner? Is the team using an existing post or preparing new content? Which party owns the ad account, pays the media bill, and handles comments? For the creator-side permission terms, read what creators should check before authorizing a TikTok brand ad.

TikTok’s April 2026 Identity guide lists account-owned and other authorized account or post options, and says the feature may not be available in every Ads Manager. Confirm the option in the buyer’s account before promising the route. TikTok has also announced a phase-out of Custom Identity starting in early 2026. Meta Blueprint’s course covers creator-content permissions and Partnership Ads setup. It describes training, not the eligibility of a particular account or asset. Meta’s Reels guide describes one Partner content route; confirm the options shown in the client’s current account. Meta Partnership Ads training, Meta Reels ad guidance.

Keep a normal brand-account delivery option in the plan if it meets the agreed campaign scope. Do not silently switch routes when the client specifically bought creator-account distribution. Explain the effect on the deliverable and agree the change.

Distinguish the three kinds of authority

The campaign needs a clear answer to three different questions. First, does the agency have authority to manage the client's advertising assets? Second, does the platform show permission to use the creator's account or post in the intended way? Third, does the commercial arrangement permit this particular content and use?

One answer cannot stand in for the others. A platform connection does not set the commercial terms. A signed agreement does not fix a missing account permission. The person who can approve the video may also differ from the person who can change account settings.

Assign an owner to each question before launch. Ask for platform invitations and supported access roles rather than shared passwords. The client and creator should retain control of their own accounts. Record sign-off on the exact final file in the creator approval workflow.

Use a launch-readiness record

Create one row per intended ad identity and content item:

FieldWhat to record
Platform and ad accountThe exact destination the buyer will use
Visible identityBrand, creator or supported partnership presentation
Content referencePost ID or accepted final-file ID
Permission ownerPerson able to grant the platform permission
Platform stateRequested, accepted, visible in account, or blocked
Commercial scopeReference to the campaign's agreed use
Launch ownerPerson who will check and publish the ad
Support ownerPerson handling access problems and changes

Treat “accepted” and “usable in the intended account” as separate checks. This catches wrong destinations and missing asset connections while the team still has time to fix them. Record status evidence without copying access credentials into project notes.

Check the content in the intended account

In TikTok Content Suite, an agency can request Spark authorization, find authorized videos, sync them to Ads Manager, and select them for an ad. TikTok’s guide, last updated December 2025, says Content Suite Spark requests default to 365 days. Confirm the actual period and that it fits the agreed campaign use. TikTok Content Suite workflow.

The assigned buyer should check that the intended identity and content appear in the intended ad account. An accepted connection elsewhere in the business tools is weaker evidence. Have the responsible user check the launch route before the production team closes the job.

For Meta, use the current platform guidance and the interface shown to the account owner. Menu names and eligibility can vary. A public tutorial from an older interface should not be the sole basis for a promised launch date.

Explain the client value without promising a lift

The client may value a creator-account route because of how the ad appears and how it connects with the creator's existing content. That is a creative or distribution objective. It does not mean the ad reaches only the creator's followers or inherits every benefit of an organic post.

In a hypothetical campaign, a client wants to promote a creator's existing product explanation. The agency confirms the exact post, secures the platform permission, and checks that the buyer can select it in the intended account. The deliverable is a working route for that content. A sales lift remains a separate claim that needs campaign evidence.

Price setup, troubleshooting, and the agreed support period as identifiable work. If the client only needs a file for its own account, omit creator-account setup from the service. If it wants both routes, state both and identify any extra creative or account work.

Scope what happens after launch

Name the owner for comments, rejected ads, lost permissions, and account changes. Agree how quickly the agency can respond and what falls outside the fee. A creative agency may need to hand an issue to the client's media buyer rather than retain access indefinitely.

At handover, provide the content references, account route, current permission state, and support contact. Record which checks passed and which still depend on the client or creator.

Connect this decision to the campaign

These are the platforms’ procedures, not a shipped Semblanse account-setup feature. The account-rights guide explains the creator’s decision; pilot scoping must name the buyer or agency responsible for platform actions and ongoing access.
